CeLeen, an operating firm of Command Holdings, is seeking an Information Technology (IT) Business Analyst (BA) to support USAID’s Office of Transition Initiatives (OTI). USAID/OTI is a fast-paced, dynamic organization that supports U.S. foreign policy objectives by helping local partners advance peace and democracy by providing fast, flexible, short-term assistance targeted at key political transition and stabilization needs. OTI maintains a dedicated IT team, which adheres to the practices and principles of the Scrum framework within the broader Agile methodology. The team’s mission is “to enable effective programming by delivering agile IT systems and services integral to core OTI processes and programs to OTI staff and partners in compliance with USAID policies.”

The Business Analyst will perform business analysis, reverse engineering of systems, and develop Systems Development Life Cycle (SDLC) documentation to support system users. The role focuses on eliciting and documenting requirements, ensuring system quality, and facilitating communication between stakeholders and developers to support OTI’s mission.

Key Responsibilities:

Requirements Gathering & Analysis:

  • Lead the process to translate user feedback and suggestions that are developed from general feedback, suggestions or complaints into actionable requirements.
    • This includes supporting activities such as facilitate design meetings with stakeholders to ensure that in-house custom-designed applications and systems meet OTI evolving needs.

System Evaluation & Continuous Improvement:

  • Independently assess and reverse-engineer current systems and processes to identify improvements.
  • Ensure compliance with USAID policies and alignment with OTI’s mission.

Collaboration & Stakeholder Engagement:

  • Collaborate with IT teams, OTI staff in Washington and field offices, and USAID CIO representatives to maintain and enhance IT systems.
  • Document technical and functional requirements for enterprise cloud-based solutions.

Documentation:

  • Develop and manage lifecycle documents, including:
    • Use cases
    • Functional and software requirement specifications
    • Design specifications
    • Test scenarios, user manuals, and training materials

Data Expertise:

  • Trace data flow and assess data quality throughout business processes.

Expected salary range: $105,000-125,000.

Work Environment:

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
  • Ability to sit at a computer terminal for an extended period of time.

Physical Demands:

  • While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.
  • Employee is often required to sit and use their hands and fingers to operate a computer.

Travel:

  • 0-10% / Minimal travel.

Requirements

Basic Qualifications

  • Bachelor’s degree.
  • Must have the ability to obtain and maintain a Secret Clearance. (Eligible to pass Federal security clearance process. Please visit the link for FAQs: https://www.dcsa.mil/mc/pv/mbi/gicp/).
  • 5+ years of experience with IT systems or projects.
  • 2+ years of experience managing IT projects.
  • Outstanding communication skills, influencing abilities, and client focus.
  • Professional proficiency in English is required.
  • Applicants must be currently authorized to work in the United States on a full-time basis. CeLeen will not sponsor applicants for work visas for this position.

Preferred Qualifications

  • Current, active Secret security clearance.
  • Demonstrated proficiency in Google Suite applications.
  • Specialized experience managing full project releases, including coordination with:
    • Product owners
    • Developers
    • Infrastructure, testing, and security team
  • Familiarity with NIST, FedRAMP, or FISMA requirements.
  • Strong analytical, conceptual, and problem-solving skills.
  • Knowledge of software evaluation principles and practices.
  • USAID or federal government experience.
