CeLeen, an operating firm of Command Holdings, is seeking an Information Technology (IT) Business Analyst (BA) to support USAID’s Office of Transition Initiatives (OTI). USAID/OTI is a fast-paced, dynamic organization that supports U.S. foreign policy objectives by helping local partners advance peace and democracy by providing fast, flexible, short-term assistance targeted at key political transition and stabilization needs. OTI maintains a dedicated IT team, which adheres to the practices and principles of the Scrum framework within the broader Agile methodology. The team’s mission is “to enable effective programming by delivering agile IT systems and services integral to core OTI processes and programs to OTI staff and partners in compliance with USAID policies.”
The Business Analyst will perform business analysis, reverse engineering of systems, and develop Systems Development Life Cycle (SDLC) documentation to support system users. The role focuses on eliciting and documenting requirements, ensuring system quality, and facilitating communication between stakeholders and developers to support OTI’s mission.
