Civitas is a small, high-performing, fully remote team of professionals who are working both to serve our 170+ member organizations across the country and to deliver on our mission. Our members represent regional health improvement collaboratives, regional and statewide health information exchanges, all-payer claims databases, quality improvement organizations, data collaboratives, and affiliated organizations. Our federal and national grant-funded programs focus on multi-site data-driven approaches to advance health and health equity. Job Description
Position Summary
This is a dynamic full-time position that entails close collaboration with our entire team, funders, members, and partners on a national scale. As the Senior Program Manager, Federal Programs, you will play a pivotal role in supporting various programs and projects within Civitas, with a primary area of expertise in federal grant management. This role reports to the VP, Business Development and Programs, and partners with a cross-functional team.
Responsibilities
- Systematically monitor and evaluate a diverse range of funder newsletters and websites, identifying Requests for Proposals (RFPs) and other funding opportunities that align with Civitas’ mission and its members’ work. Analyze each opportunity and present recommendations to Civitas leadership, highlighting potential strategic advantages and aligning responses with organizational goals.
- Proactively curate and disseminate a comprehensive list of funding opportunities to the Civitas membership, employing a targeted and segmented communication approach to ensure that members receive information tailored to their specific interests and priorities.
- Take a leadership role in overseeing the proposal development and grant writing process. This includes not only guiding the preparation of compelling grant applications but also ensuring that submissions adhere to all relevant guidelines and requirements.
- Maintain a centralized and organized documentation system, capturing details of all opportunities assessed, recommendations made, and decisions taken.
- Collaborate closely with Civitas leadership to identify and prioritize member needs. Develop concept papers that strategically align with these priorities and proactively pursue funding opportunities in partnership with members, emphasizing a collaborative and member-centric approach.
- Assume responsibility for the effective management of grant-funded projects, from the initial planning stages to the creation of program documents and timelines, ensuring the successful execution and delivery of project objectives.
- In collaboration with the Civitas Finance and Accounting Team, monitor and oversee grant compliance and reporting, both internally and externally.
- Develop and maintain comprehensive reports and dashboards that offer real-time insights to support ongoing programs, projects, and business development activities.
- Contribute to the development of tools supporting technical assistance efforts. This includes creating presentations, developing worksheets, and generating informative documents tailored to the specific needs of various programs.
- Actively engage as a valuable member of program and project teams, demonstrating a commitment to ongoing learning and growth in subject-matter areas. Foster solid working relationships with all team members, Civitas members, and external partners, emphasizing collaboration and shared success.
- Demonstrate flexibility and a proactive mindset by willingly undertaking other duties as assigned to meet the dynamic needs of the organization.

- Bachelor’s degree from a recognized college or university with a major study in health care, public health, public policy, management, or similar fields required.
- 5-8 years’ related experience within the health care quality and improvement, social services, health IT, public health, or public policy fields.
- Experience developing grant proposals and working with grant funded programs required; federal grants experience including the use of typical platforms such as SAM.gov and Grants.gov required.
- Experience with grants and program budgeting, monitoring, compliance, and reporting required.
- Demonstrated project and program management experience with ability to delegate and monitor activities across a diverse team.
- Experience managing complex programs that span across regions, engage multiple organizations, and rely on both staff and subcontractors for successful execution.
- Experience with execution and oversight of complex contracts and agreements.
- High level of competency with Microsoft Office products including SharePoint, Word, Excel, and Power Point.
- High level of professional maturity, high professional ethical standards, and a demonstrated ability to work independently and within a team in a remote work environment.
Additional Information
Compensation
- Salary range: $75k-90k/year for the full-time position depending on title, qualifications, and experience, and eligible for a performance-based bonus. Exact compensation may vary based on skills, qualifications, and experience of the candidate.

Location and Travel Requirements
- This is a fully remote position with occasional travel requirements. Employees must reside and perform their duties within the geographical boundaries of the United States, excluding its territories.
- Our team and organizational members are located across the U.S. They are expected to work for approximately 8 hours per day/40 hours per week and should be available during core team hours of 12 PM – 4 PM ET.
- While the position is fully remote (no physical home office), employees must have a private and quiet place to work with consistent and fast internet and phone access.
